My son dropped his DARE phone and the display screen is damaged (the glass is fine) he just can't read anything. Do we have an option of refusing repair after the diagnostic fee of $29? Thank you.

Yes absolutely.  The $29.00 covers you for diagnostic and labor to repair the phone.  The only thing that is not included is the actual parts if any are required to be replaced due to damage or malfunction.  You definitely have the option not to proceed with the repair if it is too expensive or not economically viable to proceed with the repair.  Just understand that the $29.00 will not be refunded once a technician has worked on the phone whether you decided to complete the repair or not.
