LG F9100 will not charge

I have an LG F9100 cell phone that was made in Mexico.  The phone works but it will not charge up any more than one bar. I have tried new batteries and sent the phone to LG America.  They told me to send it to Mexico because they could not repair it in the U.S.  I would like to know if you guys think that you can fix it or if I should just get another phone.  I talked with a friend who says there is nothing I can do to repair it.  What do you think???
